IS THIS WELFARE OR PUNISHMENT IN UNEC ?

Waking up this morning, a typical kenneth Dike hostel occupant would think it's going to be morning as usual. But soon realises that his daily stomach Lord (okpa boy)  is closed, he cannot get water and neither can he get anything from the store inside the hostel. In shock he asks around and is informed that the WELFARE office of the SUG fixed a cleanup exercise for shop owners in UNEC this Friday morning and mandated all shop owners to close their businesses during the period. This isn't a bad idea in itself, considering the fact that tomorrow is matriculation for the first years in UNEC. But does it mean students should starve this morning?  Or they should Forgo lecture for want of water?  Well, a manager at this point will advice one to do a cost and Benefit analysis of the situation. What say you on this?
